Changing flats is a routine part of life for many foreigners in Türkiye, but it comes with an administrative step that is easy to overlook: registering the new address. For residence permit holders, an out-of-date address can cause problems at renewal time and beyond.
Why the address matters
Turkish authorities link a foreign resident's permit to a registered address. Legal guides based on Law No. 6458 on Foreigners and International Protection warn that failing to report an address change can lead to administrative fines and, in serious cases, cancellation of the residence permit or removal proceedings. Giving a false or fictitious address is treated as a particularly serious violation and can also affect any later citizenship application.
How and when to register
Address changes are reported to the civil registry, the population and citizenship affairs offices (nüfus müdürlüğü), and the record then appears in the migration authorities' system. Guides published by an Istanbul law firm say the new address should be reported within 20 days of moving; one of its pages specifies 20 working days, so it is safest to act promptly rather than rely on the outer limit.
Typical documents include a passport or other ID, the residence permit card, and proof of the right to live at the property, such as a rental contract or a title deed. Requirements can vary between offices, so it is worth calling ahead or checking with the local office before you go.
People who are in the middle of a residence permit application, or who hold temporary protection, may also need to inform their provincial migration office directly.
The address document and e-Devlet
When renewing a residence permit, applicants are commonly asked for a barcoded address registration document. Sabancı University's guidance for international students notes that this document can be downloaded through e-Devlet. Immigration firm BAL reported several years ago that population offices stopped issuing such confirmations in person, making an e-Devlet account essential; foreigners can obtain an e-Devlet password at a PTT branch using their residence permit card.
Before you sign a lease
Some neighborhoods have previously been closed to new residence registrations by foreigners. Türkiye Today reported in June 2026 that most have reopened, with Istanbul's Fatih and Esenyurt reportedly still restricted, but this is not based on a formal announcement. Checking that an address can be registered before committing to a lease can save considerable trouble. For definitive guidance, consult the population office or the Presidency of Migration Management.
