Property owners in Olympos, the coastal valley in Antalya’s Kumluca district, have received title deeds after the municipality completed a long-running land readjustment under the area’s conservation zoning plan, local media reported on Friday evening.
Kumluca Mayor Mesut Avcıoğlu handed the deeds to rights holders in Yazır neighbourhood, the administrative name for the Olympos area, according to reports by Akdeniz Gerçek and Kemer Gözcü. The municipality said registration of the new parcels at the land registry had been completed, which formally closes the parcelling process in the plan area. The reports did not say how many deeds or parcels were involved.
A plan approved in 2020
The work covers the 28.9-hectare Olympos Conservation Zoning Plan (Koruma Amaçlı İmar Planı), which the Ministry of Culture and Tourism approved on 15 April 2020. Conservation plans of this kind are drawn up for protected sites, such as areas around ancient ruins, and set stricter limits on building than ordinary zoning plans.
Along a roughly 1.5-kilometre stretch of the stream that runs down to the sea, the plan sets aside green areas, zones for ecological guesthouses, a commercial area, a family health centre and a municipal service area, the reports said.
The parcelling was carried out under Article 18 of Zoning Law No. 3194. This article allows a municipality to pool land in a plan area, deduct a share for roads, parks and public facilities, and redistribute the rest to owners as new, regularly shaped plots. Once the new parcels are registered, each owner receives a fresh tapu (title deed) for the plot allocated to them.
What it means for owners and buyers
In areas awaiting land readjustment, owners often hold shares in large undivided plots, or deeds that do not match the zoning plan, which makes it difficult to obtain building permits, sell or mortgage property. Registering the new parcels gives each holder a defined plot that matches the approved plan.
Olympos takes its name from the ancient Lycian city whose ruins lie in the valley, and the area is popular with visitors for its guesthouses and beach. Any building in the plan area must still comply with conservation rules, and anyone looking at property there should check the zoning status of a specific parcel at the municipality and the land registry before buying.
