Dalyan and Köyceğiz sit at either end of the river and lake system between Dalaman and Marmaris, in Muğla province. Both lie inside one of Türkiye’s oldest protected areas, which shapes everything from beach hours to what can be built. This guide reflects the position in October 2026.

**Key points**

– Dalyan is about 30 km from Dalaman Airport, and Köyceğiz about 35 km, according to the airport operator. – Dalyan is a neighbourhood of Ortaca district. Köyceğiz is a district in its own right. – MUTTAŞ buses link the area with Ortaca, Köyceğiz, Fethiye, Marmaris and Dalaman Airport. – Both lie within the Köyceğiz-Dalyan Special Environmental Protection Area, declared in 1988, where building is tightly controlled.

This is general information, not legal or financial advice. Check rules that affect you with a lawyer or the relevant official office.

Where they are

**Dalyan** is a riverside town on the Dalyan Çayı, the channel that links Köyceğiz Lake with the Mediterranean. It was a separate town (belde) until 2013 and is now a neighbourhood of Ortaca municipality, with 5,829 registered residents in 2022. Ortaca, the district centre, is about 13 km east.

**Köyceğiz** is a small district town at the northern end of Köyceğiz Lake, about 24 km north-east of Dalyan by road. The district had 39,242 residents in 2022.

The river runs south from the lake past Dalyan to İztuzu beach, with the ruins of ancient Kaunos on the far bank.

Step 1: Work out how you will get there

### From Dalaman Airport

Dalaman (DLM) is the nearest airport, with a drive of about 30 minutes to Dalyan and 35 minutes to Köyceğiz. Muğla Metropolitan Municipality’s transport company, MUTTAŞ, runs line **48-26 Marmaris – Dalaman Airport**, which stops on the D400 main road at Ortaca (by Yücelen Hospital) and at Köyceğiz. Buses from the airport are timed to flight arrivals. There is no advance booking, and cards are accepted on board.

From Ortaca you change to a local bus for Dalyan; with luggage or a late flight, a taxi or transfer is simpler. For Fethiye, see our guide to getting from Dalaman Airport to Fethiye by bus.

### Local buses (dolmuş)

MUTTAŞ lists these lines in the area:

– **8-8 and 8-9 Dalyan – Ortaca:** 15 km and 18 km routes to Ortaca bus station. Line 8-8 runs via Okçular. – **8-10 Dalyan – İztuzu:** a 17 km route via Gökbel to the beach. – **8-20 Ortaca – İztuzu:** direct from Ortaca to the beach. – **48-12 Ortaca – Köyceğiz:** a 20 km link between the two district towns. – **7-5 Köyceğiz – Toparlar:** a short 5 km route via the bus station and the hospital. – **48-2 Fethiye – Köyceğiz** and **48-13 Köyceğiz – Marmaris:** intercity lines.

Cards are accepted on board. Timetables change, so check the MUTTAŞ site before you travel.

Step 2: Choose an area

### Dalyan centre

Dalyan is a low-rise resort town built around the river, with riverside restaurants, river boats and small hotels. A Ministry of Environment summary of the protected area notes that Dalyan has developed under a low-density, two-storey plan, with more than 200 tourist businesses. In high season the main street becomes pedestrian-only.

### Gökbel and Okçular

**Gökbel** lies on the road from Dalyan to İztuzu and is served by line 8-10. **Okçular** is on the road between Dalyan and Ortaca, on line 8-8. Both are official neighbourhoods of Ortaca and are quieter than Dalyan centre.

### Köyceğiz town

Köyceğiz is a district town on the lakeshore, with the district’s state hospital, a bus station and links to Ortaca, Marmaris and Muğla. According to the Environment Ministry, its growth is limited by the citrus orchards and sweetgum (sığla) forests around it.

### Toparlar and Çandır

**Toparlar** is a Köyceğiz neighbourhood just outside the town, on line 7-5. **Çandır**, across the river from Dalyan, also belongs to Köyceğiz district.

Step 3: Understand the seasons and the climate

Dalyan leans heavily on tourism and is busiest in summer, while Köyceğiz, as a district centre, keeps its services open all year. Spend part of a winter here before you buy.

Köyceğiz’s climate normals for 1991–2020 show average highs of about 37°C in July and August and about 16°C in January, with lows near 4°C. It is wet: about 1,117 mm of rain falls a year, mostly in winter, with more than 200 mm in both December and January. Ask how a property is heated, whether it is damp and how it drains in heavy rain.

Step 4: Know the protected-area rules

### The Special Environmental Protection Area

The **Köyceğiz-Dalyan Special Environmental Protection Area** (Özel Çevre Koruma Bölgesi, ÖÇK) was declared on 12 June 1988 by Council of Ministers decision 88/13019. It covers about 461 km² across Köyceğiz and Ortaca districts, including Köyceğiz, Dalyan, Kaunos and İztuzu. It followed a 1987 campaign against a hotel at İztuzu.

The Environment Ministry is responsible for planning in the area. According to the ministry, multi-storey building has not been allowed in Köyceğiz or Dalyan, and tourist facilities are limited to two storeys.

In 2022 the ministry displayed a revised 1/25,000-scale plan proposing "sensitive zones" (hassas zon) with only very limited use allowed, and landowners in Zeytinalanı and Dalyan objected that titled farmland was included. We could not confirm the plan’s final status, so check the current plan for any plot.

### İztuzu beach and the turtles

İztuzu is one of the Mediterranean’s main nesting beaches for loggerhead turtles (Caretta caretta). From 1 May to the end of September, the beach is closed at night from 20:00 to 08:00. Vehicles, tents, camping and fires are banned. Parasols, sunbeds and digging are not allowed in the marked nesting zone. Breaches can bring heavy fines under the Environment Law. Pamukkale University runs a turtle rescue centre at the beach.

Step 5: Set up daily life

### Markets and shopping

Weekly markets reported by local guides and holiday companies:

– **Monday:** Köyceğiz, larger than Dalyan’s. Boats from Dalyan have run day trips to it. – **Friday:** Ortaca – **Saturday:** Dalyan, around the PTT (post office) building

Days can change, so ask locally.

### Healthcare

**Ortaca State Hospital** (Ortaca Devlet Hastanesi) is the nearest public hospital to Dalyan. It has an emergency department, intensive care, dialysis and MRI. **Köyceğiz State Hospital** serves the Köyceğiz side, with emergency doctors, intensive care and a range of outpatient clinics. Dalaman and Fethiye also have state hospitals. Muğla Training and Research Hospital, the province’s teaching hospital, is in the provincial capital.

Foreign residents usually need health insurance for their residence permit. See our explainers on health insurance for foreign residents and booking state hospital appointments through MHRS.

### Schools

State schools teach in Turkish, are free and accept resident foreign children; the Education Ministry has been easing their registration. We found no international-curriculum school in Dalyan or Köyceğiz.

Step 6: Rent before you buy

Emlakjet’s data put average asking rents in September 2026 at 277 TL per square metre in Ortaca district (about 28,040 TL a month), 318 TL in the Dalyan neighbourhood (about 41,280 TL) and 274 TL in Köyceğiz district (about 30,153 TL). These are listing averages, not agreed rents.

In Dalyan, many owners let to holidaymakers in summer, so long-term lets can be scarce. Read our guide to renting a home in Türkiye as a foreigner, and note the annual rent increase cap for renewals.

Step 7: Buy with the right checks

Most homes for sale are villas, garden houses and low-rise complexes. According to Emlakjet’s market pages, which credit Endeksa for the data, homes in Ortaca district were advertised at an average of 60,570 TL per square metre in July 2026. The Dalyan neighbourhood averaged 102,044 TL per square metre. In Köyceğiz district, the average was 84,110 TL per square metre in September 2026. These are asking prices, and individual properties vary widely.

Points to check:

1. **Zoning inside the ÖÇK.** Get the parcel’s plan status in writing from the Environment Ministry’s Muğla directorate or the municipality. Farmland, forest or sensitive-zone land may not be buildable. 2. **Title and permits.** Ask for the title deed, building permit and habitation certificate (iskan). Our zoning amnesty explainer explains why an amnesty certificate is not the same thing. 3. **Land and self-build.** If you plan to build, read our guide to buying land and building a villa first. In this area the two-storey limit and protected zones come on top of the usual rules. 4. **Holiday lets.** Renting a home to tourists needs a permit from the Culture and Tourism Ministry. In a building with more than one unit, all the other owners must agree. Read our short-term rental explainer before counting on rental income. 5. **Off-plan projects.** For homes not yet built, see our off-plan buying guide. 6. **Costs and residence.** Budget for the title deed fee and other buying costs. If you hope to use the property for a residence permit or citizenship, check the thresholds: USD 200,000 for a residence permit in most cases and USD 400,000 for citizenship.

Our main buying guide covers the full process.

Comparing nearby areas

Fethiye is about 76 km away by road. See our guides to living in Fethiye, Ölüdeniz, Hisarönü and Ovacık and Marmaris and İçmeler. For flights, see AJet’s planned Dalaman and Bodrum routes to Germany for summer 2027.

Bottom line

Dalyan suits people who want a low-rise riverside town near a protected beach, with Ortaca’s services 15 minutes away. Köyceğiz suits those who prefer a lakeside district town with year-round services. In both, the protected-area rules matter as much as the price, so check zoning and permits before you pay.

Frequently asked questions

Q: How far is Dalyan from Dalaman Airport?

A: About 30 km, roughly a 30-minute drive. The MUTTAŞ airport bus stops at Ortaca, where you change to a local bus.
