Türkiye’s Energy Market Regulatory Authority (EPDK) has lowered the annual electricity consumption limit above which households lose state-supported prices to 3,000 kilowatt-hours (kWh) for 2027, down from 4,000 kWh this year, business channel CNBC-e and financial news site Paratic reported on Friday, citing the regulator’s decision.

About 6.5 million of Türkiye’s roughly 44.2 million residential subscribers, or around 14.7%, are expected to fall into the high-consumption group as a result, according to both reports. The limit was 5,000 kWh in 2025, CNBC-e said.

What the limit means

Households that use more than the annual limit are moved from the subsidised national tariff to the so-called last resort supply tariff (son kaynak tedarik tarifesi, SKTT), under which electricity is priced on actual costs rather than with state support. Neither report gave the per-kWh price that will apply above the limit.

The new 3,000 kWh threshold works out at about 250 kWh a month, which EPDK equates to a monthly bill of roughly 820 lira at current prices, the reports said. The national tariff itself was not changed.

When it takes effect

The lower limit applies from 1 January 2027, but the switch for each household depends on when its consumption first exceeds 3,000 kWh. According to CNBC-e and Paratic, the cost-based tariff starts on the first day of the third month after the limit is passed. A household that first exceeds the limit on its October 2026 bill moves to the new tariff on 1 January 2027, while one that first exceeds it on its December 2026 bill moves on 1 March 2027. A household that stays under the limit in 2026 but exceeds it on its June 2027 bill moves on 1 September 2027.

Subscribers with hourly meter readings who are over the limit as of 31 July 2027 will move on 1 October 2027, CNBC-e reported.

Who is exempt

Mosques and other places of worship, cemevis, associations, families of fallen soldiers and police, veterans, village drinking water systems and AFAD temporary shelters are excluded from the limit, as are people dependent on electrical life-support equipment such as dialysis units and ventilators, the reports said.

The agricultural limit and the 15,000 kWh annual limit for industry, public and private services and lighting subscribers remain unchanged.
