Türkiye’s Mass Housing Administration (TOKİ) will hold a tender on Nov. 4 for the construction of 687 homes and eight shops in Sazlıbosna, in Istanbul’s Arnavutköy district, according to tender details published on Oct. 14.
The project, located in the Sazlıbosna area’s second zone, covers the residential blocks, the shops, and the related infrastructure and landscaping. The buildings will be constructed with tunnel formwork, a cast-in-place concrete technique commonly used for large housing estates in Türkiye because it is fast and performs well in earthquakes.
Tender terms
Bids will be accepted only electronically through EKAP, Türkiye’s public procurement platform, in an open tender held under the Public Procurement Law No. 4734. The session is scheduled for 10:30 a.m. at TOKİ’s headquarters in Ankara’s Çankaya district.
The contract will be awarded on a turnkey, lump-sum basis to the lowest bidder, with a 15% price advantage for domestic firms. The winning contractor must start within 10 days of signing and finish within 600 calendar days of the site handover. Joint-venture bids are not permitted, and bidders must hold a contractor licence registered in the ministry’s YAMBİS system and show similar work worth at least 80% of their bid over the past 15 years.
Why Arnavutköy
Arnavutköy, on the European side north of the city’s older districts, has become one of Istanbul’s main growth areas since the opening of Istanbul Airport nearby. The tender announcement does not say whether the Sazlıbosna homes will be allocated under the government’s 500,000-unit social housing program, for which Istanbul lotteries covering 100,000 homes have already been held.
The Sazlıbosna tender comes as TOKİ steps up activity elsewhere. On Oct. 12 the agency announced a tender for 528 homes and a mosque in Yenipeçenek, in Ankara’s Sincan district, scheduled for Nov. 19.
What it means for residents
TOKİ homes are generally reserved for Turkish citizens who meet income and ownership criteria and are allocated by lottery, so foreigners cannot normally buy them. But the agency’s projects shape the local market: new estates bring roads, schools and transport links that can lift demand and prices in surrounding private developments.
For buyers and tenants in the area, the tender is a signal of further large-scale construction on Istanbul’s northwestern fringe over the next two years.
