Muhsin Atcı, who had headed Türkiye’s Tax Inspection Board (Vergi Denetim Kurulu), has been appointed chairman of the Capital Markets Board (SPK), the country’s capital markets regulator, Bloomberg HT, BirGün and GZT reported shortly after midnight.
The appointment decisions, signed by President Recep Tayyip Erdoğan, were published in the Official Gazette, the reports said. In the same set of decisions, Ersin Başar Ekmekçi was appointed deputy chairman of the board and Yasemin Girici was appointed a board member.
The post had been left vacant after the previous chairman, Mahmut Sütçü, submitted his resignation citing health problems, according to Bloomberg HT and BirGün.
Career in tax inspection
According to the published biographies, Atcı graduated from the Public Administration department of Istanbul University’s Faculty of Political Sciences and earned a master’s degree in development policy from Duke University in the United States in 2014. He is pursuing a doctorate at Ankara Hacı Bayram Veli University.
He began his career in 2003 as an assistant tax auditor and became a tax inspector when the Tax Inspection Board was set up in 2011. He led the board’s Ankara Large-Scale Taxpayers Group from 2014 to 2017, served as the board’s deputy chairman from 2017 to 2019 and was appointed its chairman on 7 October 2023, the reports said.
Fund crisis background
The change at the top of the SPK comes amid the investment fund crisis. Payments to investors in funds placed in liquidation have been under way, as covered in our report on the interim payouts to fund investors. On Saturday, Borsa İstanbul general manager Korkmaz Enes Ergun was detained in the fund investigation.
