People who were allocated permanent homes and workplaces in the provinces hit by the 6 February 2023 earthquakes can cut what they owe sharply by paying in one go before the end of the year. Interior Minister Mustafa Çiftçi said on social media on Wednesday, 4 November, that a 74% discount applies to homes and a 48% discount to workplaces for lump-sum payments made by 31 December 2026, according to the Anka news agency, Takvim, CNBC-e and İz Gazete.
The minister said the discounts follow a decision by President Recep Tayyip Erdoğan as part of the "borçlandırma" process. Under this process, each beneficiary is formally registered as owing the state for the home or shop built for them.
Who it applies to
The discount covers "hak sahipleri", the rights holders who were given disaster housing (afet konutu) or workplaces built after the earthquakes in the affected provinces. The two earthquakes centred on Kahramanmaraş struck 11 provinces in southern and southeastern Türkiye, including Hatay, Malatya, Adıyaman and Gaziantep. The Interior Ministry and its disaster agency AFAD are carrying out the process, the reports said.
The reports did not list the provinces one by one or set out further eligibility rules.
Instalment option remains
People who do not pay the full amount at once can still pay in instalments. Çiftçi said they get a two-year grace period from the date the home is handed over, followed by an 18-year repayment term.
In April, when the discount rates were written into Law No. 7269 through an amendment published in the Official Gazette (Resmi Gazete), Türkiye Gazetesi and Yeni Birlik Gazetesi reported that the average monthly instalment on a disaster home was about 8,750 lira. They put the average total repayment at around 1.89 million lira, which they said would fall to about 484,000 lira with the lump-sum discount.
The same April reports said workplace debts carry 4% annual interest over eight years. They also linked the workplace discount to payment within six months of handover. Çiftçi’s statement this week gave 31 December 2026 as the deadline and did not mention the six-month window.
