Turkish citizens travelling on ordinary passports can no longer enter Montenegro without a visa. The requirement took effect on Sunday, 1 November 2026, according to Son Dakika and TR TV, ending an arrangement that until 31 October allowed stays of up to 30 days without a visa.
The change applies to holders of ordinary Turkish passports. Montenegro’s government adopted the new visa rules on 23 July 2026, Euronews and Evrensel reported in September. The Balkan country says the move brings its visa policy fully into line with that of the European Union, a step tied to its EU accession process, according to Euronews, Evrensel and CNBC-e.
Türkiye is not the only country affected. Citizens of Belarus, China, Russia and Saudi Arabia are also covered by the decision, Euronews, Evrensel and Son Dakika reported.
Who can still enter without a Montenegrin visa
Turkish citizens who hold a valid Schengen, United States, United Kingdom or Irish visa, or a valid residence permit issued by one of those jurisdictions, can still enter Montenegro without a separate Montenegrin visa and stay for up to 30 days, provided they meet the entry conditions, according to Euronews, Evrensel and CNBC-e. Euronews added that the stay cannot run beyond the validity of the visa or permit used to enter.
Holders of diplomatic, service and special passports fall under separate arrangements, Evrensel and CNBC-e reported. CNBC-e said Montenegro intends to negotiate a new bilateral agreement with Türkiye covering those passports.
Turkish Airlines (THY) has advised passengers to check the current entry requirements before travelling, including on the Montenegrin government’s official website, Son Dakika and TR TV reported.
From 90 days to a visa
The new rule follows a turbulent year for travel between the two countries. Montenegro suspended visa-free entry for Turkish citizens in late October 2025. When the suspension was lifted on 23 December 2025, the permitted visa-free stay was cut from 90 days to 30, according to Euronews and TR TV. That 30-day window has now been replaced by a full visa requirement.
