Special consumption tax (ÖTV) on petrol and diesel in Türkiye rises again on Sunday, 1 November, under phased schedules set by presidential decisions published in the Official Gazette earlier this autumn.
ÖTV is a fixed per-litre tax that makes up a large share of the pump price of fuel in Türkiye. Value added tax (KDV) is charged on top of it, so any increase in ÖTV reaches drivers with VAT added.
Petrol: second of three steps
Under Presidential Decision No. 11822, published in the Official Gazette on 1 October, ÖTV on 95-octane unleaded petrol was set at 7.90 lira per litre until 31 October. It rises to 11.36 lira for 1-30 November and to 14.8277 lira from 1 December, according to the text of the decision. For 98-octane petrol the levels are 8.90, 12.36 and 15.5437 lira.
That makes the November step 3.46 lira per litre. NTV, citing Anadolu Agency, reported on 1 October that the same decision ended the "eşel mobil" system, under which tax had been cut to absorb rises in global oil prices and the exchange rate, and that the tax would go up in stages rather than in one move.
Diesel: 9 lira from November
A separate presidential decision published in mid-August cut ÖTV on diesel to zero for the rest of August and set monthly increases of 3 lira, Forbes Türkiye and CNBC-e reported at the time. Under that schedule, the tax on diesel is 6 lira per litre in October, 9 lira in November and 12 lira in December, before reaching 13.9006 lira from 1 January 2027.
Pump prices
As of Friday evening, no updated price tables from distributors or a statement from the energy regulator EPDK had been reported, so the exact change at the pump was not yet known.
