The bill approving the Mecca Joint Defence Agreement between Türkiye, Pakistan and Saudi Arabia is expected to reach the floor of the Grand National Assembly this week, according to weekly agenda reports by ANKA news agency, NTV, Milli Gazete and İstanbul Ticaret Gazetesi.
The three countries signed the agreement on 7 August 2026, ANKA and Milli Gazete reported. The bill to ratify it was accepted by parliament’s Foreign Affairs Committee last week and is now on the agenda of the General Assembly, the full chamber of the Turkish parliament. Foreign Minister Hakan Fidan is expected to brief lawmakers on the agreement during the debate, according to the reports.
At the core of the pact is a mutual defence clause: an armed attack on any one of the parties is to be treated as an attack on all of them, NTV and Milli Gazete reported. The agreement covers security and military cooperation among the three states.
Kızılay bill returns
The General Assembly is also due to resume work on a nine-article bill on the Turkish Red Crescent (Türk Kızılay). Only the first three articles have been adopted so far; debate was paused when a bill on the liquidation of certain investment funds was given priority, the reports said.
Under the draft, strategic products needed in disasters and emergencies could be bought from Kızılay affiliates without a public tender. Türk Kızılay would also become the body authorised to accept aid sent to Türkiye through the international Red Cross and Red Crescent network, and its staff working in emergencies, disasters and wartime could receive cash compensation.
Budget talks continue in committee
Parliament’s Plan and Budget Committee will keep working through the 2027 central government budget. According to the schedule reported by ANKA, Milli Gazete and İstanbul Ticaret Gazetesi, the committee will take up the Ministry of Industry and Technology on Monday, 2 November, the Ministry of Labour and Social Security on Tuesday, the Ministry of Trade on Wednesday, the Ministry of Treasury and Finance on Thursday and the Ministry of Culture and Tourism on Friday, 6 November.
Court of Accounts (Sayıştay) reports are also on the committee’s agenda. Separately, the State Economic Enterprises (KİT) Committee will review the 2023 and 2024 accounts of bodies including the State Airports Authority (DHMİ), the Machinery and Chemical Industry Institution and the state railway operator TCDD and its subsidiaries.
Parties with groups in parliament are expected to hold their weekly group meetings on Tuesday and Wednesday.
